Permitting smoking in Private multiunit housing exposes the community to a life-threatening health hazard, period.
Multiunit housing is the largest single source of involuntary exposure to secondhand smoke (SHS).
Involuntary exposure to secondhand smoke causes early death and disease.
All shared indoor air is subject to some form of regulation to protect involuntary exposure to secondhand smoke, i.e. restaurants, bars, workplaces. With a 2016 HUD rule, all public housing authorities are implementing 100% smokefree policies. Private multiunit housing is the last frontier in indoor air tobacco control policies.

About 80 million people live in multiunit housing in the United States.

About 28 million people who live in multiunit housing are involuntarily exposed to secondhand smoke.
Smoking is not a benign activity. It is a life-threatening health hazard. The Centers for Disease Control and Prevention report that Americans who live in multiunit housing are more likely to use tobacco products, and at the same time, are less likely to be protected by smokefree policies.
